Public education is the whole of the activites, guidance, production, education given in different times and levels ,with the formal education or not, to bring in the necessary knowledge, abilities and behaviours ,which are helping the individuals' economical, social and cultural improvements, to the individuals who never joined the public education system or still taking part in an any level of the public education or graduated from any of the levels in the direction of the individuals' interests, wishes and capabilities.
